Judge was a weekly satirical magazine that was first published in 1881. It grew in popularity into the 1920's, when one its editors left to start his own publication called, "The New Yorker." The success of The New Yorker, as well as the Great Depression, put pressure on Judge. It became a monthly in 1932 (just 2 years after this cover), and finally ceased circulation in 1947.
This cover, from the December 13, 1930 issue, is an illustration from Frank Hanley, a popular American artist and cartoonist. It has so much fun detail! Definitely a cover that looks amazing blown up to the 24" x 36" poster size where you can see all of the busy elves and Santas bustling around the workshop!
